Intermediation and occupational training in country of origin services (SILO)

The intermediation, occupational training and initial reception in country of origin service (SILO) is a service that the SOC makes available to companies with workplaces in Catalonia that need to hire foreign workers in their countries of origin.

This method of hiring contributes to the rational regulation of migratory flows and an ordered inclusion of immigration.

When and how can a company request the SILO services?

When it is difficult or impossible to find the professional profiles that companies require though the Servei d'Ocupació de Catalunya. This situation is justified through any of the following situations:

  1. when the job vacancy is for a job included in the jobs of collective management of hiring in countries of origin;
  2. when the job vacancy forms part of the catalogue of all jobs difficult to hold;
  3. when the offer that the Work Office has processed and has issued the certificate of insufficiency of suitable and available applicants to accept the offer.

The SILO services can be applied for through the Technical Secretary of the SOC. The application, on the supposition of the general job offers being processed through the collective management of hiring in countries of origin, may be done simultaneously to the process initiated with the corresponding office of the Work Department (stable jobs) or the sub-delegations of the Catalan Government (seasonal jobs).

To make the application the companies must fill in and sign a document that states the delegation of representation in the selection processes, as well as the commitment to accept the people selected.

Worker selection services

In the contractual procedure of the procedure of collective management of hiring in countries of origin, when the body responsible has evaluated the offer positively and has processed it to the consular office to process the selection in country of origin, the SILO can accompany the company in the entire process of worker selection. In the case whereby the company delegates this function to the SILO, it will exercise for all purposes its representation in the selection process.

Later services in the selection of workers

In the job vacancies processed through the procedure of collective management of hiring in countries of origin, the SILO can represent the company, if delegated by them, in the final stage of selection before the Consular Office. It can also undertake the administrative procedures for the peoples' travel arrangements, such as the collection of the documentation for processing visas and other operations.

The SILO offers a reception service abroad for the people selected and provides training and information about occupational, social and cultural aspects of Catalonia: Materials for the first linguistic welcome .
