Recently, the study Employment Plans 2005-2007 has been published on the web of the SOC. Carried out by Ivàlua, Institut Català d'Avaluació de Polítiques Públiques.
The report has focused on the employment plans as an active policy, conceived as tool to supply work and rent to the beneficiary persons during the times that the subsidy lasts, and consequently, if softens the social effects of the unemployment. As an active policy, the plans attain their objectives if they manage to increase the participation in the market of the beneficiaries with respect to what had happened in absence of the program.
The results of the study show that the impact of the plans of employment about the rate of employment of the participants is positive, immediate, held and statistically significant. The rank of this impact moves around between the 5,1 of them and the 17,9 percentage points of increase of the rate of employment. The study highlights the specially intense and stable effect in the public sector of the plans (with a medium impact of between 8,9 and 18,7 percentage points) and the contrary effect in the private sector that is negative.
