Training programme for technical personnel in the "Treball als Barris" and "Treball a les 4 Comarques" projects

The training programme, aimed at technical personnel in the "Treball als Barris" and "Treball a les 4 comarques" projects, is an initiative of the Servei d'Ocupació de Catalunya aimed at those officials who have previously acquired knowledge through the development of their own projects, and/or through other previous professional experiences.

This training programme provides continuity to the one started in 2008, and aims to have a bearing on those aspects of a more transversal nature that affect the activities and tasks that in the framework of these projects are developed in the respective operational regions.

Objective

The general objective of the training programme is to improve the transversal skills of the professionals involved in the "Treball als Barris" and "Treball a les 4 comarques" projects.

More specifically, the specific aims are the following:

  1. Train different types of management and relational skills to run teams, solve conflicts and deal appropriately with the different agents in the region.
  2. Understanding the social research process and different analysis designs, as well as the research techniques for their use in social research.
  3. Identify the elements necessary for the design and planning of projects, as well as the different techniques of management, monitoring and evaluation.
  4. Understanding in depth the local policies for social inclusion and analysing their adaptation in the urban context in which they are developed, and the social problems to which they respond.
  5. Analysing the experiences in the region that have any characteristic or trait different to the shared interest, and which enable correct practices to be extracted from the development of the projects.

Programme

The training programme is made up of 5 independent modules:

MODULE 1. MANAGEMENT SKILLS

  • Session 1. Team management and leadership. Advantages of teamwork. The culture of the team. Types of teams according to objectives. The head of the team and/or project. The leader-team relationship. Techniques for achieving the maximum efficiency of a team. Solving conflicts and managing time. Planning the tasks.
  • Session 2. Negotiation techniques: Elements and concepts involved in all negotiations. Planning/organisation of the negotiation. Negotiation profiles. Negotiating strategies. Personal resources and basic negotiation skills.
  • Session 3. Leading meetings. Factors involved in communication. Styles of communication. Elements for the optimum functioning of meetings: efficient leading and the figure of the leader.
  • Session 4. Presentations in public. Elements for preparing a good presentation.

MODULE 2. PLANNING AND RUNNING PROJECTS

  • Session 1. Concept and configuration of a project. Advantages and inconveniences of working for projects. Basic stages of a project: definition, planning, execution, setting-up, closure and evaluation.
  • Session 2. Definition of a project. Analysis and SWOT analysis. Focussing of Logic Framework. Feasibility or pre-project study. Creative stage: search for alternatives, creativity techniques and design alternatives.
  • Session 3. Planning of a project. The rules of good planning. Detailed temporary planning: WBS or technical organisational chart, division of labour. Applicable planning techniques: Gantt, Pert / CPM. How to improve planning with the MS Project.
  • Session 4. Execution of a project. Consequences of poor execution. Monitoring a project: observing, discerning deviations, re-planning advantageously, dealing with the risks and documenting.
  • Session 5. Evaluation and closure of projects. Methods of evaluation and evaluative designs. Stages of an evaluative process. Evaluation as a stage in the planning process of a policy.
  • Session 6. The construction of indicative systems for the monitoring and evaluation of projects. Proposals for the monitoring and evaluation of "Treball als barris" and "Treball a les 4 comarques".

MODULE 3. TECHNIQUES OF SOCIAL RESEARCH

  • Session 1. Social research and scientific method: the raison d'être and functionality in local development processes. Research methods and analysis designs. Phases and stages of the social research project. Examples of the use of quantitative and qualitative research (mono-strategic and multi-strategic).
  • Session 2. Techniques of quantitative research: studies by survey. Compilation and analysis of the information.
  • Session 3. Techniques of qualitative research: in-depth interview, discussion group, observation, biographic method.

MODULE 4. LOCAL POLICIES FOR SOCIAL INCLUSION

  • Session 1. Social cohesion and governance. The changes in the political agenda: from inequality to social cohesion, passing through inclusion. The basic facets of inclusion policies: structural focusing, multidimensionality, action oriented towards people and inclusion routes, producing autonomy, relational dimension. Democratic governance.
  • Session 2. Policies of inclusion for overcoming sex inequality. Social exclusion from the perspective of gender. Indicators of gender and their impact on public policies. The law for effective sex equality, and its bearing on policies at a local level.
  • Session 3. Polices of inclusion for overcoming inequality for reasons of ethnic group. The new civil citizenship model under the European, Spanish and Catalan framework. Integration of the newly-arrived and managing immigration in the local setting.
  • Session 4. Policies of inclusion as an instrument of regional cohesion. Citizens' participation as a strategy for improving the quality of public policies. The challenges of governments and local policies to deal with the crisis.

MODULE 5. ANALYSIS OF CORRECT PRACTICES

Three trips will be made to see the "Treball als barris" and "Treball a les 4 comarques" projects, which for their characteristics may be considered as correct practice.

Target group

Officials that take part in the "Treball als barris" and "Treball a les 4 comarques" projects.

Starting date and calendar (definite on day 26/10/2009)

The training will start on the 23 November and the calendar for the different modules will be the following:

  • Module 1. Management skills: Mondays 23/11 and 30/11, from 9.30 to 13.30 and 15.00 to 19.00 h.
  • Module 2. Planning and running projects: Wednesdays 09/12, 16/12 and 23/12 from 9.30 to 13.30 and 15.00 to 19.00 h.
  • Module 3. Techniques of social research: Monday 11/01 from 9.30 to 13.30 and 15.00 to 19.00 h. and Monday 18/01 from 9.30 to 13.30 h.
  • Module 4. Local policies for social inclusion: Tuesdays 26/01 and 02/02 from 9.30 to 13.30 and 15.00 to 19.00 h.
  • Module 5. Analysis of correct practices: Fridays 15/01, 22/01 and 29/01 from 9.30 to 14.30 h.

Registration

To apply to register for the courses you should send the registration form and a photocopy of your ID card to the Servei d'Ocupació de Catalunya. The deadline for presenting the application is the 10 November.

The maximum number of places for each training activity is 25 people. In the case of there being more demand, the Servei d'Ocupació de Catalunya will select the participants according to the following criteria: 1) Previous knowledge of the subject matter; 2) Professional experience; 3) Criteria of regional distribution of the participating officials; 4) Participation in similar modules in the "Treball als Barris 2008" training programme.
