Occupation and local development agents (AODL)

Official notification for extensions 2009

The Servei d'Ocupació de Catalunya (SOC), through this official notification, is promoting the extension of the contracting of Occupation and local development agents (AODL) in order to boost, promote and undertake, in collaboration with other social and economic agents in the region, programmes and measures that favour economic promotion in their particular region, seeking job-creating sustainable economic growth.

Beneficiaries

Local entities in Catalonia, their autonomous bodies and entities responsible for questions of local development and the promotion of employment, which have AODL approved in the previous year.

Funding

Amount for the official notification: 11,000,000 euros.
Co-funding of the European Social Fund.

General information

The AODL are officers with diploma or degree level qualifications who work full-time on a local development project promoted by local entities or entities dependent on or linked to a local administration.

The amount of the subsidy will be as much as 80% of the total labour costs of the employment and local development officer, with a maximum of 27,045.55 euros per year for each subsidised contract, which will be awarded on an annual basis.

The awarding of the subsidy will be conditioned by the adequate accreditation, on the one hand, of the results achieved, duly quantified in relation to those objectives laid down in the work plan of the employment and local development official and, on the other hand, those that they aim to achieve with the new work plan presented, within the framework of the approved Plan of Action for local or supra-local economic development.

Creation of an AODL network

The SOC will set up a network of occupation and local development agents, in order to both improve its provision of services in the local economic promotion and development offices of Catalonia. The resources and services that the platform that will support the network will gradually include will be:

1. Electronic bulletin of local development and employment.
2. Long-distance training complementary to classroom training.
3. Documentary archive for the exchange and diffusion of information and documentation, publications, links of interest and good practices.
4. Databases of strategic plans of action of local economic development.
5. Methodological instruments of a sectoral nature to establish common working methodologies.
6. Online consultancy and technical assistance space.

Training programme for the AODL network and economic promotions officers in Catalonia

They are training actions planned and organised by the SOC with the aim of giving continual technical support to and improving the professionalism of the Occupation and Local Development Agents and economic promotion officers of the local entities. All these training actions are given by external consultants, through their employment.

The main training spheres are the following:

The Generalitat de Catalunya finances 100% of the cost of the training actions, which are promoted and organised directly from the SOC.
