ACTIONS FOR EMPLOYMENT WITH LOCAL ENTITIES WITHIN THE FRAMEWORK OF THE IMPULSE PROJECT FOR 2010 AND 2011

Official notification 2010-2011

Given the current situation of the labour market and the need to increase the skills of the unemployed workers taking part in active policy programmes for increasing their possibilities of labour insertion, the Servei d'Ocupació de Catalunya (SOC), through this official notification, is promoting different types of subsidies to undertake actions for employment.

These programmes are the local employment plans, the personal insertion itineraries and the integrated actions for employment.

Entities that may take part

For Employment Plans:

1. Councils or their dependent or linked entities in questions of employment and/or local development, in accordance with that established in Decree 2/2003, of the 28 April, which approves the amended Text of Municipal Law and local government system of Catalonia.
2. Local entities of a supra-municipal sphere with their own legal standing.
3. Legal entities of a voluntary creation, of a supra-municipal sphere with majority participation by the public administrations and with responsibilities in policies of active employment and economic promotion and local development.

For personal insertion itineraries:

1. Councils or their dependent or linked entities in questions of employment and/or local development, in accordance with that established in Decree 2/2003, of the 28 April, which approves the amended Text of Municipal Law and local government system of Catalonia.
2. Local entities of a supra-municipal sphere with their own legal standing involved in a sphere lower than a provincial level.
3. Legal entities of a voluntary creation, of a supra-municipal sphere with majority participation by the public administrations and with responsibilities in policies of active employment and economic promotion and local development.

For the "Reinicia't" Project:

1. Councils of towns with more than 50,000 inhabitants, or their dependent or linked entities with responsibilities in questions of employment and/or local development, in accordance with that established in Decree 2/2003, of the 28 April, which approves the amended Text of Municipal Law and local government system of Catalonia.
2. Local entities of a supra-municipal sphere with their own legal standing involved in a sphere lower than a provincial level.
3. Legal entities of a voluntary creation, of a supra-municipal sphere with majority participation by the public administrations and with responsibilities in policies of active employment and economic promotion and local development.

For actions of management and coordination, promotion of local development and complementary actions:

1. Councils of towns of more then 30,000 inhabitants, their dependent or linked entities within the boundaries of Barcelona.
2. Councils of towns of more than 20,000 inhabitants, or their dependent or linked entities in other areas.
3. Those included in currently existing regional agreements, by means of their coordinating entity for the development of actions by the local entities taking part in the regional agreement, on the condition that they have not made an individual application as beneficiary entities included in points a), b) and d) of this section.
4. Legal entities of a voluntary creation, of a supra-municipal sphere with majority participation by the public administrations and with responsibilities in policies of active employment and economic promotion and local development, on the condition that the action is not developed in local entities that have not made an individual application as beneficiary entities included in points a), b) and c) of this section.

Excluded from participation in this official notification are the local entities and their dependent or linked entities with responsibilities in questions of employment and/or local development that on the date of issuing this resolution have signed a collaborative agreement with the Department of Employment or the Servei d'Ocupació de Catalunya which includes the development of active polices for the budgetary periods of 2010 and 2011.

Target groups

Unemployed jobseekers who are registered with the Servei d'Ocupació de Catalunya.

Funding

Maximum amount corresponding to the awarding of the subsidies: 151,800,000.00 euros.

Regulation

• Resolution TRE/2665/2010, of the 30 July, which makes public the official notification for presenting applications for the awarding of subsidies for undertaking employment actions with local entities, within the framework of the Impulse Project, for 2010 and 2011.
   
• Resolution TRE/904/2009, of the 24 March, which publicises the technical specifications for the development of personal insertion itineraries.
